Appellants, the City of Colorado Springs (the City), the Citys Liquor and Beer Licensing Advisory Board (the Board), and the City Council of Colorado Springs (the Council) seek review of the district courts judgment reversing the Councils denial of an application by Cinco, Inc., d/b/a The Candelight Inn (Cinco), to renew a tavern liquor license. The district court held that the Citys failure to adopt specific standards to be applied by the local licensing authority in evaluating applications for renewal of liquor licenses constituted a violation of Cincos constitutionally protected right to procedural due process of law. We reverse and remand with directions.
